Basically I love the hardcore mode in New Vegas, and would love to see that mode expanded upon in greater depth in a setting like the capital wasteland. This idea was also inspired by the non-adventures of Nondrick [link] where the player attempted to live the life of an NPC instead of the typical Hero/one man army. For me that would be the ultimate fallout game the ability to choose between being the hero, or just another face in the crowd in a fully realized sandbox world. Also you'd be able to pick your starting race as a Human, Ghoul or Supermutant with appropriate racial repercussions for each. If you're a Ghoul, you'll have less difficultly roaming irradiated ruins, but more problems with agility and gaining access to towns whom dislike Ghouls. Little details like that and the ability to join any faction or become a raider.
